I'm going to put the proc back in, but move the chance for Annihilate/Merciless Slash up to 50%/100%. That seems to be the the super overwhelming feedback, and we think its a reasonable request. I'm going to leave the rest of the changes as is (and also add the Juyo Form requirement for Deadly/Overload Saber).
I should be able to get those in for the next PTS patch, but the list of stuff I want to get in is starting to stack up kinda high, so we shall see
