We agree with you guys on this, I'm making a note and we will attach the whirlwind reduction in cast time to Lightning Charge, so you have to be a legit Madness assassin to get the instant.
means that Force Shroud no longer has a 5% chance to "fail", or does this purely refer to attacks against which Defense Rating is useful (e.g. white damage).

I can confirm that Force Shroud should no longer have a 5% to fail.
After the feedback gathered here, I wanted to tack on 2 more things we are planning on doing for the next patch refresh. Please consider these when adding feedback from this point on!
* Shapeless Spirit will now additionally make Mass Mind Control grant the Assassin 15%/30% damage reduction for 6 seconds
* Haunted Dreams whirlwind cast time reduction will only apply if the Assassin is rocking Lightning Charge
I still sort of want to do something with standing near your own Phase Walk for Madness Assassins in raids, but I'm 100% sure what, yet.
Ok, some more compiled changes that I'm looking to do.
* Bloodletting will now additionally have the following effect: Periodic damage over time effects finish the cooldown on Assassinate and allows it to be used on targets above 30% for 10 seconds. This effect can only occur every 10 seconds
* Mass Mind Control will now remote threat/detaunt when the assassin is in any stance other than Dark Charge. The PvP functionality will not change, regardless of charge
* Raze will no longer have a chance to proc, it will go off 100% of the time once the rate limit is up.
Special note about these 2 new DPS changes: We are going to have to watch the damage output here like a hawk (I haven't put in the changes yet, so we haven't even hit it with testing), and if this new rotation has too much DPS we will probably back off some of the numbers of the earlier changes, while keeping these new change.
Any word on fixing force potency bug? it's really weird that i use force potency sometimes, then i use FiB on 5 targets and i get 0 crits (even though my crit rating is almost 30%)
Odd. I'll point my QA guys at this and see if they can figure out what is going on.

So how exactly will Raze work? Do we apply lightning charge, and then it auto procs every 8 seconds (as long as lightning (uncleansible) is on the enemy?
Also I'd take a slight nerf to damage if it meant putting maul back into the rotation.
It will still take a melee attack to proc, it just won't have the 60% any more, it will fire off on the first melee attack after the rate limit is up. I worded the original note slightly bad.
